@ionhardhead in fallout 3 on the pc, you can only repair when you have a compatible object, like power armor for power armor, typically it takes it being exactly the same item, such as brotherhood tesla for brotherhood tesla. to do it, you press (default controls) the r key. i dont know what it is on the ps3 or 360, as i dont have it for those platforms.

turning on your pipboy internal light (hold tab for 3 seconds (PC) dont know what it is for the others) if you have your internal pipboy light on, they can see you :)

You just need to hold the circle button (the Pip-Boy button) for a few seconds to turn it on or off.
