best strategy for me thus far, stun economic development, raise taxes early on, gather as many soldiers as possible and train from Rumelia & Bulgaria. Drive out the Russians in Crimea, Take Kiev, then take over Moscow. On hard, you'd have to actually play the battle and expect to fight to the last soldier. After taking Moscow, 10 or so turns in, more like 12..you can easily make peace with Russia on almost any term, get money out of it too. Disband, cut taxes, and watch your gold sky rocket.
On my last ottoman , I had Russia eliminated& Austria. Every turn up until finally destroying Russia, I was giving Crimea a tech a turn and money (I was trying a different strategy of seeing just how far money can help a protectorate) so...by 1759 or so, Crimea had all my techs and now had TWO stacked armies and fully developed.They then sent their armies into Poland and almost took Warsaw! When they were turned away, get this, they declared war on ME! and almost captured sofia
