Don't you know, that the USA has a "dog problem" too?

American people love to buy cheep dogs from puppy mills (not from a shelter!) and they refuse to castrate their dogs. So every week thousands of dogs land in kill-shelters. The shelters "have to" kill the dogs because there isn't enough money and place to let them live. So if you want to stop cruelty to animals, start in front of your door.
