From what I understand, If the police cause the wreck as in this case then the departments insurance covers the damage. If the person running from the police causes the damage then his insurance covers it (if they have any)
I could be wrong but I think that is how it works.
In this case I think it is better to damage a parked car than to give that ass hole a chance to kill some innocent motorist. @ the speed of 130 mph, a crash will be fatal without any doubt... It's not worth it.
