As Chevenko knew they could be made he probably got a few scientist together and gave them a few pointers or maybe the scientist helped a bit.

@Silent46 If you look at Ra2 and Ra3, both have many similar weapons (mirage tank, prism/spectrum etc.) but in Ra3 many were introduced at a later date. Even without einstein somebody would have developed the first atom bomb eventually.
