Starting the 83-84 season, they did. Apparently, Cali passed a law at that time. New York would pass that same law in '84 or '85.
In '87, about 2/3 of the US had seat-belt laws. Some Southern States didn't have seat-belt laws(S-Car., Ga., Ky., as far as I recall).
Anyone who could enlighten me further, please have at it...
