Hydrogen is not the answer, converting electrical energy into hydrogen chemical energy and then turning it back into electrical will have a terribly hard time being more efficient than batteries. Instead of researching a solution that's rife with technical problems why not work on improving a system that's already developed?

No, you cannot patent what has already been patented. You cannot get another 20 years of intellectual property years once the time has expired. But it gets worse, you cannot patent a technological innovation once it has already been published or made public. Also methods,ideas theories cannot been patented. Personal cars are very inneficiant, polluting and energy hogs to move people around.
See Europe, how effectively use public transportation.
Also, Germany is very big on wind power, one of their biggest export.
