your hard drive is not getting enough power, try switching usb ports or try a new cable. I get this all the time on my usb powered hard drives. It usually happens to hard drives that do not have an external power supply. usually changing usb ports will solve your problem.
further to my comment below, you may wish to try using a different external enclosure and see if that works. i have a feeling that it may be due to not enough power being delivered to the drive that's causing the constant beeping.
i encountered the same issue as you had with the exact same hard drive. i had taken the drive out from my old laptop and connected it to an external enclosure. when i initially tried connecting it up using a USB cable, i had the same contant beeping problem. i decided to try it with a different USB cable, and surprisingly the drive connected to my new laptop without any issues. try using a different USB cable - it could be due to a faulty cable not being able to deliver enough power to the drive
@mfay0313 I opened it up (the hard drive) and could see that the drive head was moving in time with the beeping. I couldn't see any damage to the platters (which I examined both sides of), so I don't think it's a crashed drive head. Perhaps I fried the circuit board when I changed it (without using a static strap).
Certainly "broken". Unless you've got valuable data on the drive, I'd biff it.

The ext seagate drives were power hogs so I connected it to a powered usb hub, i didnt want that heavy load pulled from my motherboard..

@97221135 Wrong, USB uses 5volts any 2.5" drive uses 5volts.

Got the same issue. Tested using another computer and it works fine.
Retried using a single USB port this time instead of the multi ports one.
And it work. Can safely assume that it is the power issue. Need more power to drive the hardware.

No it is not broken.... Mine have issue about this beeping sound. You just plug in and out that usb until the computer recognised this drive
