(1999 $1.9B & 2000 $86.4B) President Clinton did not zero out the US debt -- he had a budget surplus. Furthermore, President Clinton was able to generate more revenue during his presidency by creating/offering the ROTH IRA which takes tax dollars when monies go into the account rather than at the other end at retirement. Upsetting the apple cart for future expected revenues.

State funds were heavily invested in WS and were hit hard by the crash - add foreclosures and job losses into the mix (loss of tax revenue) and that's why so many states are bankrupt or near to it. Sorry, I missed you saying Bush's TARP. Yes, most of that money was repaid, but many liberals like me opposed it and still do as we still have no idea which banks are solvent.
