@generalravenous The whole thing so far? I've spent about $500 on it. Now, most of that is for stuff that's ended up failing me. When it's all said and done, I'll see if I can estimate how much it REALLY cost me, and I'll let you guys know.
@generalravenous Hah, nah, not yet. The only completed Arbiter is the one done by Sean Bradley. He showed it at Dragon*Con 2008. Now, Pete Mander has done a full-sized Elite, but it's the Halo Wars soldier-variety, not an Arbiter. I'm trying for a game-accurate, hardcore awesome one, so it's taking so long.. :/
The clay pieces will be molded and cast with plastic, and the plastic ones will be heated up with a heat gun and pushed down on a template to get the right angles.
my name is andre and i am currently working on a security spartan. i use this stuff called tacky glue. its liquid but it comes out 3/4 dry so maybe you should look into that
hi me again. i think u should get a wetsuit/drysuit (or whatever as long as its black and kinda shiny) and then paint little hexagons in silver on it and then wear it under ur arbiter costume. that way itll look like that suit that elites wear under their armour.
Yeah, the regular Elites have the skin-tight webbed material, but that's because they have modern-day armor. The Arbiter must wear the old-school stuff that didn't include a skin-suit, so his skin is freely exposed. Thanks for the suggestion, though!

if you want to make the designs onthe plates themselves, you could super glue wire onto them and bend the wire to shape the designs

One thing I'm curious about...when you bake the plates, they'll turn permanently flat- don't they need to be curved a bit, or arced up?

Nah, The arbiter wears a suit too. You can see the blue lines of it in a lot of the halo 3 shots.
