It's uncertain because of Japanese linguistics, and because, unlike most of the other characters, his name has never been written in the pictures. Amestris speaks English, if someone's name is written on a piece of paper in the manga, it is the cannon English spelling. So we know that it is Roy and not Roi, Riza and not Liza, and Hawkeye instead of the manged syllables that it written as in order for Japanese to produce the same sounds. I believe that it is "Haukuai".
