People cross the border to get all kinds of things at a lower price. Dental work, landscaping materials, etc.. In general, this is probably mutually beneficial because it provides revenue for Mexicans and lower prices for Americans. In this case the price is lower because its subsidized so this isn't as beneficial. Perhaps the Mexicans should use the gas as a loss leader and sell other services along with the gas to offset the loss from the subsidy.
