Actually, later on he learns to control his power in a better fashion. The whole point is that Dr. Slade wanted Rusty to develop just like a real boy so he would have the emotional maturity to handle his power.

And in the first episode Dr. Slade makes it clear that he wasn't supposed to be fighting so soon.
