I believe he's talking about taking the pentatonic scale and shifting it up half a step to get outside. So you take a pentatonic idea and shift it between the 2 scales - like E to F minor pentatonic. And you end the riff in original key.

basically the "half step up, half step down"... The real key to play outside is the TEMPO and the Phrasing, not what u play. At least it doesn't matter what u play, but how u play it... and this sounds good ^_^
