You do realize that Mars has much more resources than the Moon? The Moon should be used as a test site for the technology that will enable Mars settlement. Maybe it could be colonized in the future, but colonizing Mars should be higher priority.

Stuff manufactured on the moon could be sent back to Earth orbit or off to the asteroid belts to bring back resources, Mars has an atmosphere and escape velocity is twice that of the moon. Apart from H3 (on the Moon) there is nothing valuable enough on Mars to justify returning it to Earth.

Listen, Moon colonization in my opinion should take a back seat to Mars colonization. If we compare the Moon to Greenland, then Mars would be like North and South America. It's furder and more dangerous, but better to sustain a colony. I'm not a nutbag like Zubrin, but I think Mars could sustain a colony easier than the Moon and is a more significant feat. It's easier to go to the Moon, but that doesn't mean it's better.
