The photos come with Bon Voyage expansion it is called vacation photos that you are able to order, However they do not have to be vacation photos you can transfer normal photos so they work under vacation.

I'm pretty sure that you take the photos from a photobooth and then they're put in your inventory. Then just put the photo from your inventory onto the wall or onto a desktop, depending on the kind of frame you want.
