If you're asking about the gangster in the beginning, it's Taiwanese/ Amoy ... the guy just has different accent.

Eggyplant is right. The gangster is indeed speaking Taiwanese, which is almost Mandarin, except for a few "la's" Taiwanese tend to suffix a lot, and some other minor differences. Plus, the gangster is drawling quite a lot :)

Taiwanese is a chinese dialect that exists in Taiwan. If you guys watch a lot of taiwan centered dramas you will start to notice the amount of taiwanese the characters use varies from series to series. Taiwanese sounds very similar to Hokkien, a chinese dialect that originates from Fujian, China. Some people in Taiwan can speak mandarin and taiwanese with good fluency but it varies as there is a small group of people that cannot speak it at all.

Some taiwanese words, but not all, sound much like their mandarin counterparts. it's common for people in taiwan even if they can't speak it that well if they have been exposed to the dialect enough they can learn to understand it more than they can speak it. I'm speaking from my own experience since i started watching taiwanese soap operas (the kind that's really dramatic) and everything is in taiwanese. after watching for a while some parts are understandable just by listening lol
