The Oregon Supreme Court outlawed checkpoints on constitutional grounds in 1987. So, for these stops to be legal, the police must have Probable Cause. Expired tags are one example of Probable Cause. There are a few cases where they have done exactly that, with the camera recordings being erased before the camera is eventually returned. I imagine their next step will be to push for laws against filming law enforcement, or at least finding ways to make filming very difficult.
