Pretty much. You'll find like 2-5 players on time to time but that's it.

It has more players but it suffers from lag. I haven't been on it since i didn't renew my Xbox Gold, im planning on selling the xbox version and picking up the PS3 ver. It should have much more players but it suffers from lag.
