"Project 7" referred to KTBC's channel number, and was a play on words of NBC's "Project 20" documentaries (I believe that in 1960, KTBC was affiliated with all three TV networks then in existance).

They had 20 minutes of advice. If the brodcaster didn't have to do all the stuff he did -recieve the alarm, tune whatever machine to hear the verification, call the technician, put on the pre-recorded reel AND let the official CONELRAD announcer in- they would have like five more minutes.
Did they really believe that, in the heat of the moment, the announcer would act flawlessly? Even in the middle of the night?
There is.. Search Buffalo NY CONELRAD. and to respond to this, What the hell did they expect people to do, hide in their crawlspace of their homes? not everyone has a shelter burried in their backyard. Imagine neighbors killing neighbors for food and water

Well, to defend that system. People were a lot more competent then.
And radio was a lot more complex then. So no average dumbass would be in charge of all that equipment anyway. Unlike today.
