Even if the officer wishes not to be filmed, you can still continue to film everything that's going on if someone involved gives you permission. The officer CAN make you stand further away while filming. You can also request a copy of dash-cam footage, given that you have reason to do so. Vermont has REALLY liberal laws in this regard.

Ask your dad this: What law is being broken if I videotape him performing a traffic stop? I don't care what agency your dad works for, sounds like he's full of bologna! It is perfectly legal to photograph and videotape anything within viewing distance while standing or sitting on public property!
