The arch near the end reminds me of the Guardian of Forever. The Daleks swiped the top half of the statue of liberty and plopped it on Skaro?

No. This is the Robot Planet - or actually Earth 4024 AD - The apocalypse has occured and Daleks are on Earth. The arch is somehow connected to a stable worm hole which Robosapien V1 operated in an earlier episode. When RSV2 arrived on the Robot Planet it wasn't initially apparent that Daleks were there. The next episode may reveal more info about the Robot Planet and all the other characters.

I suppose I have been influenced by a lot of sci fi shows - Dr Who Star trek, Stargate. The Time Tunnel etc. To find out how RSV2 got to the Robot Planet you should watch Episode Four.
