Please post a comment on the Fed website. The deadline is tonight at midnight. The more people that comment against this, the better chance of them making changes to their rules.
Just leave it to washington to further impinge on our rights. Seller financing is a solution, not a problem. The banks are the problem. It will come to "subject to" & options I guess.
