The idea from this bit came from a sketch on the show Unnatural Acts which had Noel Fielding, Julian Barrett, and Rich Fulcher on it (as well as a member of Corky and the Juice Pigs). If you like the Boosh, check out Unnatural Acts. There's also a sketch on that show that I'm pretty sure spawned the entire idea for the bantering zookeeper characters that they play.

No, Vince said he could do other elements and Howard tells him to do fog. Since fog doesn't make any noise and you can't mimic it, Howard basically shuts him down by proving him wrong. He can't do other elements, therein lies the joke.
