Abel's history, scars, hair, and even the Soulless ultra could make you think he's Charlie after the accident, but i think Capcom did just for create some intrigue.

That's why Abel knows the Sonic Boom, because he trained with Charlie. Plus Seth also said that he was a successful creation along with his brother Abel in the actual game...I really like Street Fighter. :)
if you look into it more, Abel was a creation of Bison. He actually was one of the first creations that actually succeeded. he was only supposed to be a body for Bison but he escaped. he was found in an abandoned Shadaloo base with amnesia by none other than Charlie and he stayed with Charlie until his death, which now leaves Abel with Charlie's wish to completely destroy Shadaloo.

Not only did he teach Guile, he actually created the moves, and is far beyond Guile in skill. Story-wise, he was at around Akuma's level during the Alpha series (not making it up, check the online Plot Canon Guide).
Udon comics, while not canon, tell about Charlie rescuing Abel from a Shadaloo facility, which are Abel's first memories, and turning him over to the mercenaries who raised him, which would explain Abel's memories of Charlie.
If you even read the history of Guile and Charlie, Charlie was the one who invented the Flash Kick (also called the Somersault Kick). That is the reason why his move looks way better and has more epicness in it. However, Guile invented the Sonic Boom projectile move. The thing is that they both became friends because Charlie taught Guild the Flash Kick, and Guile taught Charlie the Sonic Boom in return.
Maybe he IS Charlie (I know it sounds strange, but it actually could be possible... also, look at the patch of hair on his forehead), maybe he was freed by Charlie (like in the comics), maybe he never met Charlie. These are the three options.
What we do know for sure is that Seth (who performs a single-handed Sonic Boom) met Charlie and copied this move off of him.
He's talking about Seth because Abel was a defect of the Seth's they were making so he knows things about him. Don't believe me play the game with Abel and Seth and check Seth's move set.
Actually Abel was the (probably human) original model from which S.I.N. made Seth and his 26 clones. He doesn't have a number, he doesn't have a bicolored ball in his stomach and he probably does have something between his legs, or else he would have noticed something's wrong.

Abel seems to be a REALLY big character in SF4, When you finish his Arcade mode. Seth says he remembers something and Bison didnt allow him to say it. I'm geussing that Seth saw Charlie, copied his moves. And Bison Wiped Seth and Charlie's memory, Making Abel. OR!, at the beginning of Abels story, He talks about someone looking after him. Whos knows, that ''someone'' could be Charlie.

Not only did he teach Guile, he actually created the moves, and is far beyond Guile in skill. Story-wise, he was at around Akuma's level during the Alpha series (not making it up, check the online Plot Canon Guide).
Udon comics, while not canon, tell about Charlie rescuing Abel from a Shadaloo facility, which are Abel's first memories, and turning him over to the mercenaries who raised him, which would explain Abel's memories of Charlie.

If you even read the history of Guile and Charlie, Charlie was the one who invented the Flash Kick (also called the Somersault Kick). That is the reason why his move looks way better and has more epicness in it. However, Guile invented the Sonic Boom projectile move. The thing is that they both became friends because Charlie taught Guild the Flash Kick, and Guile taught Charlie the Sonic Boom in return.
Charlie = Somersault Kick.
Guile = Flash Kick.

Abel did not kill Charlie.
Maybe he IS Charlie (I know it sounds strange, but it actually could be possible... also, look at the patch of hair on his forehead), maybe he was freed by Charlie (like in the comics), maybe he never met Charlie. These are the three options.
What we do know for sure is that Seth (who performs a single-handed Sonic Boom) met Charlie and copied this move off of him.

He's talking about Seth because Abel was a defect of the Seth's they were making so he knows things about him. Don't believe me play the game with Abel and Seth and check Seth's move set.

Actually Abel was the (probably human) original model from which S.I.N. made Seth and his 26 clones. He doesn't have a number, he doesn't have a bicolored ball in his stomach and he probably does have something between his legs, or else he would have noticed something's wrong.
Him being "defective" just because he ran away and is a compassionate man is just Seth's point of view.
