Fast zombies are the infected. and arent the orignal undead but a remake to spice it up. There are two different types: Supernatural zombies, and scientific zombies

Supernatural ones are the ones who if are bitten or die, reanimate themselves and become to nothing less than a slow insinctive zombie only walking and hunting the human flesh. Scientific zombies are just people who have become diseased (which are the most common type) and just are like a rabid dog & can run at full speed

The way I see it, zombies can be fast as fuck when they're fresh infected, but since their muscle tissue won't regenerate, they will get slower and slower, until they can no longer walk. So after a few months you can run around curb stomping EVERYTHING! :D
