I'm not the Producer or whoever made that decision so it's not in my knowledge. My best guess would be that it takes place after that team dispanded and they needed a new one. There are things that I don't even know, but I'm guessing they wanted to be more original and just keep Robin as the leader. BTW Aqua Lad and Kid Flash both made guest appearences in the cartoon.
