There's no link between the two: it's like every other family guy joke in the newer seasons. It's not relevant to the plotline, it just randomly puts jokes in to keep the audience entertained. There's no talent, it's just leading retarded children along a pathway, distracting it every 2 minutes with flashing lights and jingling keys.

"A dragon not intending to cause harm" is a statement that you wouldn't make sense, which is comedy, and jokes need a sense of logic, e.g. "Why did the chicken cross the road? To get to the other side." That's a joke because it is a pay on words, and makes sense both ways you read it. It needs to make sense to be funny. "Why did the man kick the hedgehog? because it was raining." is NOT a joke.
