that wasnt the cliffs you were looking at at the start it was galway bay the cliffs are more to the south west of where you were facing....and its pronounced like i'll-wee

The pile of stones is a cairn. In this case it's probably to mark the path along the stony ground. They can also be used to notate graves and have several other uses.

the file of stone is called TRAIL MARKER. this was put by the Hikers. So funny that the marker help you find you way down. That is the purpose of it so you wouldn't get lose of find your way back. LOL....peace
