Don't really know who is speaking at the beginning but am sure that the dude who is replying him and who is rapping in the chorus is Thyme of 5Elementz (Proof's first group).

He does not sound like this in virtually none of the 5E tracks, but I can recommend y'all a great oldschool joint titled "Sun Flower" by 5Elementz where Thyme's voice goes crazy almost like in this one. You can hear Proof on the 3rd verse!
