The main difference between Communism and Capitalism is when Communist countries develop they developed MUCH slower then Capitalist countries because they try to develop equally so that everyone in the country get's same rights. To reduce poverty requires some level of intervention. I would argue that the best way to intervene is through a combination of NGOs and government aid, as well as political pressure on the Chinese government, in this case. The amount of government spending on foreign aid is pitiful in Australia, I don't know about your own country, but you're right, capitalism and communism are not, on their own, the causes of these problems.

I imagine some people in rural areas of america during the industrial revolution had extremely low standards of living compared to the people in the urban areas.but when u have capitalism for a long time the poor people have a much higher standard of living than in most countries around the world. Interesting since all of the highest educated countries have government based school systems. If you don't belive me that govt run education is good check the PISA results. Finland always score great and their education system is run through the state. Ofcourse, I don't think that education should be controlled by political interestes but I still think that public education is the only option.
