Since all of these injuries are caused by the same thing, falling concrete, I don't see why they can't fully equip more hospital ships and park them right in the middle of the Port-au-Prince harbor and take care of these children.
Surely there isn't any paperwork required to put a child in a bed on a ship for a week or so and then bring the child back to land.
