It has nothing to do with the color of their skin (There is no such thing as race. There is more genetic similarity between "races" than there is within them). Oppression is the reason minorities live in poverty, not skin.
Look at any country. Crime happens below the poverty line regardless of anyone's skin color.

Not only do they limit jobs but prohibitions have opened work in the black market. When do gooders in both parties see these problems they try to fix them with more government. An obvious trend in increased self defense against violent criminals should go a long way to making criminals think twice and lowering crime rates. If it doesn't then a lot of dead criminals cooling on slabs in the morgue will do the same thing.
