Yeah its Minh Young Kim but they just put a helmet on his head and gave him a different voice and a different name. Like Kantus, he looks EXACTLY like Skorge but with a armor... Same goes for Grenadier,Flame Grenadier,Grenadier Elite, and Beast Rider.

I mean the Epic Designers got bored lol so they put same characters but with different armor or add a mask :)

Whereas they didn't want to reveal any of the Carmine's faces as Anthony, especially, preferred full body armour than leaving some off for the best protection, which possibly led to his demise.. They didn't want Ant Carmine's face to be shown and thus used a random head model as a substitute to have the same proportion and such.

I knew this like when the game came out, all I did was headshot Carmine one time, and his helmet was on the floor with no head in it, then I looked around and all I coul see was a Kim head, so common sense told me it's just a Kim with a helmet one, hence why they both have the same body armour on...
