The English you've heard in the streets is more likely than not tourists, I can guarantee this. Where in Quebec have you been exactly and where the hell have you been reading these stories? Are you trying to tell me that in the 1960's people didn't speak French and now they do? Do you know how ridiculous that sounds?

The only reason some speak french in quebec is bc the govt started forcing kids to learn it in school, relatively recently

You need to understand that the majority of Quebecians have French heritage, French is their mother tongue, it always has been. They didn't speak English at some point and then started speaking French again because of schools or the government. Most white Canadians have British blood, Quebecians however have French blood. It's very simple...

Of course many quebequois speak fine french but i think it is disingenuous when they pretend not to know any english, considing that they have been under british rule way longer and more recently than under french rule.

@SuperWallyChamp Let me give you another example, I am Finnish, I belong to the 7% in my country that speak Swedish as their mother tongue. The Swedish Empire lost Finland (area, it was never independent in medival times) to Russia in a war 1809. We were part of Russia until 1917 when we gained our independence. Why would it somehow be strange that I still speak Swedish as my mother tongue? Our culture is the same as Finnish culture, Quebecois are more less similar to fellow Canadians. Simple.

It is possible that they wouldnt know english, but it would have to be because they make a choice to avoid it

It's not the case for people who live in the countryside though, there are plenty of areas where very few speak very good Finnish, some can't speak, perhaps understand Finnish at best. This is the same in Quebec, in larger cities/towns (especially in Western part) English knowledge is better than in the countryside. In Quebec they commonly don't need English in their community as everyone speaks French.
