an easy way to do it is to type "boolprop testingcheatsenabled true" without the parentheses. you must do this in the town. then go into the file with the person you want to be a vampire. shift click on them and go through the options until you find " make vampire" click that and presto! vampire sim!
The potion is an object you can buy within the game. It has been made by a guy I don't remenber the name, and it can be found at this site : modthesims2
