Mine does this too. She'll backstroke all over the bed, hitting the laptop and talking to herself like this. Cracks me up. They are crazy. Best dogs ever, though!
Under the eye (around the upper nose) is too much hair. It's very irritating for them and I recommend that you go to a vet to cut the hair off, SO DON'T DO IT BY YOURSELF!!!! you could cut in the eye!!

Are you feeding People food? The reason I ask is because the tongue is out of the mouth, and people food and soft food can cause the teeth to drop out.

I do think it may be fleas...if you get rid of the fleas after a bath, the dog may experience "spots" on it's flesh that are opened up, causing it to itch...then they roll over on their back to scratch.
