If usa decided to nuke russia, and did, then the missile shield (in theory) could shoot down retaliatory rus nukes. Nobody would take chances like that, but if usa had high probability, it would be abused as political pressure, blackmail for the eventual western endgoal, dismember russia, to get ridd of this global rival.
Also iran wouldn't attack because of MAD, but if they did, it would make more sense to have missiles in balkans, turkey & caucasus, not up north next to russia.

No. The interceptor missiles are highly specialized and could not be used effectively to attack much else besides the missiles they are meant to destroy. The interceptor's capabilities mainly lie in the areas of speed and accuracy, and are not particularly destructive.

Let me ask you this -- do you put on your seat belt when you drive or do you avoid bad neighborhoods at night or do you think it is sensible for the US to have a standing army? You can do all those things but not be afraid you will get into a major car accident, get knifed on the street or that the US will be invaded. Since when is putting missle bases in SOMEONE ELSE'S country safety for the US? Look, the US military bases aren't there because the US was asked to come there...it is the US's way of attempting to colonize the world.
