Cheney convinced everyone it was the right decision and this is well documented.

I saw this interview with rumsfeld where he was told they tortured pow at guantanamo. I think it was on '60 minutes'.
He was told that the pow's had to stand for x numbers of hours every day...and this was terrible torture.
Rumsfeld answer was: Thats nothing! I stand more than that during a day of work, they should make them stand even more.
