The chances of the student getting hit by a vehicle is less, in the way that that driver is loading/unloading their student on the opposite side of the street.
I do not condone what that driver is doing, but it looks like that is their solution.

Traffic must stop when the lights are flashing and the stop sign is extended. The students are to stay on their side of the street until the driver signals it is safe for them to cross.

Thanks... In WI, all buses are required to have a stop arm. Most people slow and stop when the red lights are activated; even if the stop arm is not extended. This is good. However, traffic does not have to stop until the stop arm is extended. When vehicles do not stop for a bus and we report them to the police, we are asked, "Was your stop arm extended?" If not, there is nothing the police can do. Stranve laws... But PLEASE, if you see a school bus with the red lights active, do slow and stop.

The drivers are supposed to be trained in the proper loading and unloading procedures set to national standards. The School Bus Driver Instructors and the Companies they work for do not care, and I stand by that no matter what they tell you. This is why it continues and nobody is disciplined.
