Travel to Alnaphar on the travel map on the south page and quest for the shadow set for the dark robe. You have to be lv 55 and 75k for the weakest penumbral robe

He isn't at the mage tournament..... it's at fairwind spring if you click the statue you can fight the legendary 3 so he can attack

Shadow Cloak? Its in Alnaphar, it costs 700,000 gold, but its worth it. You need to sail south on the travel map to get there.
