I wonder if that is not Cas's 'real' voice coming through the radio. Because remember when he first tried to talk to Dean without a vessel he would make a radio or tv turn on. Since Dean is dead he might be able to hear Cas's real voice now. I know it sounds like the voice he has when he is in his vessel, but even then his voice is different than Jimmy's. Maybe it is not so much the voice that is different, but the mode of delivery. If that makes any sense...
