@rodentcafeteria The same reason we flatten out our sheets or fluff our pillows before laying down. They try to make it cozy and prep the area they are about the lay down on.
...Though others may say that they are just testing their victims for weak spots so when they attack they know exactly how to KO you in one hit.
@BeyondBracelets Thanks very much for your reply. I'm not a cat owner, but after seeing several vids of cats doing this, I was just curious as to the purpose. So, the cat is doing this more for his/her own benefit as opposed to proving a soothing massage to the recipient? Got it.
@rodentcafeteria Actually, it's nursing behavior -- it's called "milk treading". Kittens do that motion when suckling -- take a look some time if you get to see a cat with her litter. Older cats will do it to people (or in this case, a dog) they like. If you're unlucky, they will also drool on you while doing it (one of my now sadly dead and gone cats would slobber you up in a most disgusting manner).
Someone tell me - why do cats do this?

@padathir Thanks so much for the info. I must say the dogs don't seem to mind it a bit (I wouldn't, either).

This is so much like the warner brothers cartoons, where Spike the bulldog fosters a young kitten.
It would do that too, before going to sleep on spikes´back
