Actually a Maltese, also known as a Hirondelle, as defined by the F.I.G. Code of Points is a, "Support scale at ring height." I don't remember a cross being defined as a support scale. Therefore, the arms can be at any degree to the body as long as the Hirondelle is still at ring height.
