No... No you can't put Vista on your PSP. That's just an SWF file, any computer-savvy person with experience in operating systems will tell you that Vista won't run on a PSP, which has a 333Mhz processor, and 64 Megabytes of installed RAM. Go look at the requirements for Vista, please.

You'll notice that, for Vista Basic, you need a 1GHz processor (3 times that of the PSP) and 512 Megabytes of RAM (8 times that of the PSP).

What you have on your PSP is just an SWF file. I've looked at it; I've used it; I've found no real Windows installations. I work around computers for a living, and I can tell you for sure that there is no real Windows Vista for PSP. And if there was, why would it be free? That would be a major issue with Microsoft.
