At the end Sil says "now technically, its a little less" but he still has no problem. Remember that the 700,000 is split up between at least probably Maurice, the Doctor, the Assemblyman, the House Appraiser, Ralph, of course Tony (with probably more then 10%), and maybe Sil. So that 700,000 is already split 6 or 7 ways.

The reason is capitalism, Tony and Ralph have the $500,000 to put up to fund the fraud, I am guessing the Maurice didn't; so the deal took place on their terms. Plus $800,000 is the gross profit, out of that they have to deduct capital gains tax, pay the Doctor, pay the appraiser, pay Zellman for making the introduction etc

And they did say to him at the beginning, "Your cut will be in the 10% of the profit range".

The Doctor is a front man for Tony. The Doctor buys the houses for $100,000 each, the appraiser values them at $325,000 each. Maurice's non-profit say they need the houses to turn into low cost housing, they take the appraisal to the bank and ask for a loan, the bank funds the loan and with the money Maurice buys the houses for a total of $1.3 million. Maurice then defaults on the loan and the bank gets reimbursed by the gov't under the HUD scheme.
