yes it can. i have the same card and i got that same graphic. about midium graphic settings and it runs fine. x1650 pro is in shader 3.0 and has a 512mb good enough to run that graphic. you can add memory module at 1.5gb or 2gb so you can play it smooth, how ever if you got your resolution too hight. it will get you much lag. so the card only run this better at 800x600

Watch the fps on the games you recorded (without vsync turned on), and record a game that taxes your computer to it's near limit or that utilizes a decent % of both your cpu processing and gpu processing power.

Your fps WILL drop.

He's running this on an AGP display card, which is a relatively slow graphics bus compared to PCI-E. The graphics on 360 games are way watered down compared to what can actually be accomplished on PCs, if this was being run on a PCI-E machine with SLI, it would blow the XBox out of the fucking water by a long shot. Not to mention he may be experiencing frame lag through the recording software. Do some research. PCs are so far ahead of consoles, it just depends how much money you want to spend.
