Normal employees can't do refunds and the employee was probably just too lazy to get the manager to come out of the office and give a refund. The woman should have gotten in trouble for the call, and the person working front counter should have been written up if not fired.

I would have told her that it is a personal matter which needed to be resolved between her and mcdonalds and then hung up the phone. She did the right thing. The woman behind the register could have been charged with theft by deception. The fact is, she took the money of the woman who was expecting one thing, and when that wasn't available offered her, no, demanded, she pick something off of the menu of equal value. The cashier was just being lazy I bet and didn't want to get back in the register for her money, or she was afraid of being yelled at by her boss. Maybe you should get the IQ check as well?

She did try to solve it. She told the employee she wanted her money back. The employee refused, which is theft. Just because the amount seems trifling to you doesn't mean that it shouldn't be reported.
Also, the fact that you think that this would take precedent over an emergency situation as far as first responders go is ludicrous. If anything at all came up the officer en route would divert to the more pressing situation.

IF YOU ordered a t-shirt online, and they took your money then you got a call back saying that the one you wanted was out of stock, and you didn't want any others, you would ask for your money back.
