i dont know about wherver you are but here on the caost the people have been saying for atleast 10 years we need to merge but the councils wouldnt let us have a vote on it. Then they make a big fuss when they are forced into it!
futureofmonto, Local Politicians exist because of the Local Government Act NOT the State's Constitution. So local politicians work for the State's Local Government Minister (well, supposed to). Hence the Local Government Minister can, with approval from a democratically elected State Parliament, make changes to local politics.

Yes. It's true. Local Councils are a direct result of State Government legislation. Queensland's Constitution doesn't say there needs to be local councils. So the government of the day can make changes to local councils as they see fit.
