I'm kind of confused on how Mystic Artes work...I've only activated Shing's...

You need to get the "Special" Action Skill to use the Hi Ougi of a character. Special costs 30 elemental stones (which element depends on the character).

Shing's Hi Ougi was the only thing that could really do damage considering that he always warps away, so... xD
